India’s Prime Minister opened the 18th BRICS Summit on September 13, 2026, outlining the bloc’s priorities during India’s presidency. The address focused on four pillars—resilience, innovation, cooperation, and sustainability—intended to shape development across member nations and the Global South.
Key Initiatives and Focus Areas
Resilience: The Prime Minister stressed the need to anticipate and respond quickly to crises, noting that pandemics, climate disasters, and supply chain disruptions no longer remain confined to single regions. Three new mechanisms were announced:
- BRICS Integrated Early Warning System for preventing and responding to infectious diseases
- Early Warning Data Integration Guidelines for disaster management
- BRICS Logistics Supply Chain Cooperation Framework to make supply chains more reliable
Innovation: To connect startups and encourage scalable solutions, the bloc established the BRICS Incubator Network and proposed a BRICS Startup Innovation Fund. A new BRICS Network on Digital Agriculture will use artificial intelligence, geospatial technology, and digital infrastructure to address farmers’ actual needs. The address also cautioned against weaponizing technology and critical minerals.
Cooperation Beyond Government: The Prime Minister emphasized that BRICS collaboration must extend beyond government agencies to entrepreneurs, farmers, researchers, women, and youth. New platforms include BRICS CONNECT (focused on skills and social security), a BRICS MSME Cooperation Portal (linking small businesses with knowledge and markets), and a BRICS Urban Mobility Hub for cities to share best practices.
Sustainability: Drawing on Indian philosophical traditions viewing nature as complementary to development, the bloc created a BRICS Digital Centre of Excellence for smart grids and energy storage, and established Centers of Excellence for agro-ecology and regenerative agriculture that blend traditional knowledge with modern science.
