The Ministry of Jal Shakti’s Department of Drinking Water & Sanitation has introduced Swachh Seva Aankalan, a new digital assessment tool for the Swachh Bharat Mission (Grameen). The Union Minister of Jal Shakti launched the framework on 15 September 2026 during a meeting with state and union territory representatives. The system is designed to measure how well sanitation services are being delivered across rural villages.
How it works
Swachh Seva Aankalan is an annual self-assessment process that operates at the Gram Panchayat level. Villages that have already been declared Open Defecation Free (ODF) Plus will use this digital framework to evaluate their own progress on several fronts: whether open defecation remains eliminated, visual cleanliness standards, and how well solid and liquid waste are being managed.
The assessment involves multiple layers of review. Village Water & Sanitation Committees and local residents gather data on their sanitation infrastructure and its upkeep. The Gram Sabha then validates these findings. District and state officials receive the results through District Water & Sanitation Missions and State Water & Sanitation Missions meetings, allowing them to spot where services are falling short and plan improvements.
The framework covers the condition and maintenance of sanitation facilities and community waste management systems. By involving villagers themselves in measuring progress, the approach aims to strengthen accountability and ensure transparency in how these programmes run.
