Department of Expenditure Gears Up for Swachhata

The Ministry of Finance’s Department of Expenditure has launched instructions for Special Campaign 6.0, a government-wide initiative focused on cleanliness, administrative efficiency and clearing backlogged work. The campaign will run across two phases between mid-September and the end of October 2026, involving all divisions of the Department and four major organisations under its supervision.

Campaign Schedule and Structure

The Department of Expenditure will conduct Special Campaign 6.0 in two distinct phases. The Preparatory Phase runs from 15th to 30th September, 2026. During this period, all divisions and attached organisations will identify specific targets and plan their approach. The Implementation Phase follows from 2nd to 31st October, 2026, when the actual work of clearing backlogs and improving cleanliness will take place.

The four organisations operating under the Department’s administrative control are the Controller General of Accounts, the Chief Adviser Cost, the Central Pension Accounting Office, and the Arun Jaitley National Institute of Financial Management. All these bodies have been directed to participate fully.

The focus areas for the campaign include:

  • Cleanliness and hygiene standards
  • Management of office space
  • Disposal of scrap materials
  • Proper organisation and filing of records
  • Clearing pending administrative references

Track Record from Previous Campaign

The Department’s last similar exercise, Special Campaign 5.0, ran from 2nd to 31st October 2025. Between December 2025 and August 2026, the Department reported clearing substantial backlogs: 57 Member of Parliament references, 339 inter-ministerial comments, 1,123 state government references, 2,788 public grievances and 141 public grievance appeals.
