Three phases of Special Campaign 6
Preparatory Phase (15-30 September 2026): The Ministry of Textiles has already begun identifying what needs to be cleared. This includes pending letters from Members of Parliament, pending matters referred by state governments, inter-ministerial references such as Cabinet Notes, pending assurances given to Parliament, and public complaints awaiting resolution. Officials will also review physical and electronic files to identify which records can be archived or destroyed, locate old or redundant materials suitable for disposal, and prepare an inventory of e-waste accumulated in offices.
Implementation Phase (2-31 October 2026): This is when the actual work happens. Ministry staff will clean and sanitise office spaces, dispose of identified waste in an environmentally sound manner, resolve pending files and close completed e-files, and address all identified pending grievances and references. Daily progress will be uploaded to the monitoring portal.
Evaluation Phase (16-30 November 2026): All central ministries and departments will be assessed on their performance. Officials will measure targets achieved, space freed up, waste disposed, grievances resolved, and overall impact across the government.
Focus on e-waste management
A key emphasis of Special Campaign 6 is the proper collection, segregation and scientific disposal of electronic waste generated in government offices. Outdated computers, printers, mobile phones, batteries and other electronic equipment accumulate in government facilities over years. The campaign mandates that such e-waste be identified, separated by type, and disposed of following environmental guidelines rather than simply discarded.
Achievements in Special Campaign 5
Special Campaign 6 builds on lessons from the previous year’s campaign. During Special Campaign 5, the Ministry of Textiles reviewed 19,376 physical files. As a result, 6,264 files were identified as no longer needed and were weeded out, while 274 electronic files were closed. This freed up 25,498 square feet of office space. The Ministry generated revenue of Rs. 11.35 lakh by selling scrap materials and other redundant items. The Ministry cleaned 200 office sites and resolved 63 references from Members of Parliament. Additionally, all 44 public grievances pending at the start of that campaign were successfully resolved.

The campaign focuses on several categories of pending work: references from MPs that remain unanswered for months; matters pending inter-ministerial coordination; parliamentary assurances that have not been acted upon within the required timeframe; and public grievances and appeals that have not received a final response. Alongside administrative clearance, the physical aspect involves identifying old files that can be destroyed after legally mandated retention periods, closing completed digital records, and clearing office spaces of unused furniture and equipment.
