The Ministry of Mines has successfully auctioned two limestone mineral blocks in Jammu and Kashmir in a first for the union territory. The Koot-Kapran and Wantrag limestone blocks, both located in Anantnag district, have been put up for competitive bidding through the central government’s transparent mineral auction process.
This marks the beginning of systematic mineral extraction and development in Jammu and Kashmir following the abrogation of Article 370. The auction process was conducted at the request of the Government of Jammu and Kashmir, which sought the Ministry of Mines’ assistance in managing the process.
Key facts
- Two limestone blocks auctioned: Koot-Kapran and Wantrag, both in Anantnag district
- Koot-Kapran block covers 22.43 hectares with estimated limestone reserves of 4.75 million tonnes
- Wantrag block covers 5.36 hectares with estimated reserves of 10.853 million tonnes
- Koot-Kapran block explored to G-4 geological stage
- Wantrag block explored to G-3 stage with 159 metres of drilling completed
- Ministry of Mines conducted the auction process on behalf of the J&K government
About the mineral blocks
The Koot-Kapran Limestone Block is situated in the villages of Koot and Kapran within Dooru Tehsil in Anantnag district. Prior geological exploration has reached the G-4 stage, which is an advanced level of resource assessment. This provides a foundation for the successful bidder to conduct further detailed exploration and move towards commercial production. The block contains an estimated 4.75 million tonnes of limestone.
The Wantrag Limestone Block, also in Anantnag district, covers a smaller area of 5.36 hectares but contains larger estimated reserves of 10.853 million tonnes. Geological exploration work on this block has reached the G-3 stage and includes drilling data from 159 metres of bore holes. This geological information will help the successful bidder plan extraction and processing operations.
Significance for the union territory
These auctions represent the first formal allocation of mineral blocks in Jammu and Kashmir under the central government’s mineral auction framework. The move opens up the union territory’s mineral resources to organised, systematic development rather than unregulated extraction.
Limestone is a key industrial mineral used in cement manufacturing, construction materials, chemical processing and other industries. The development of these blocks is expected to attract investment to the region and create opportunities for industrial growth centred on mineral-based manufacturing.
Employment and economic benefits
The Ministry of Mines has stated that mining operations and related activities on these blocks are expected to generate direct employment for workers in extraction and processing, as well as indirect employment through supporting services. Local businesses, entrepreneurs and service providers may find new opportunities in transportation, equipment supply, maintenance and other sectors linked to mining operations.
The development of these mineral resources is also expected to increase local value creation. Rather than exporting raw ore or unprocessed limestone, downstream industries can develop around mining sites, creating higher-value products and retaining more economic benefit within the union territory.
What this means for you
If you live or work in Anantnag district or neighbouring areas, mining operations on these blocks may bring employment opportunities in various roles. Entrepreneurs in logistics, equipment rental, catering and other services may find business prospects. Investors with interest in mining or mineral-based manufacturing may explore participation through the successful bidders.
Local communities should be aware that mining activity will bring both benefits and impacts such as changes to land use and the local environment. Regulations regarding environmental protection and community benefits are typically part of the mining lease conditions.
Next steps
The Ministry of Mines will continue to coordinate with the Government of Jammu and Kashmir to support the successful development of these blocks and facilitate further transparent auctions of mineral resources in the union territory.
