What is Sādhana Śrinkhla (Series) 2026

Sādhana Śrinkhla is a series of regional workshops organised by the Capacity Building Commission to advance the National Program for Civil Services Capacity Building. It aims to transform government Training Institutes from traditional training providers into modern, competency-driven capacity building institutions. The series follows an extensive national consultation that included regional task force meetings and a Sādhana Saptah held in April 2026.

Who will participate and what will they discuss

The Guwahati workshop will bring together heads and faculty of government training institutes, subject matter experts, and industry partners from the north-eastern states. Participants will share experiences about challenges they face in transforming their institutions, discuss opportunities for improvement, and work on developing state-specific action plans for reform. The focus will be on improving institutional governance, strengthening faculty skills, adopting digital technology and artificial intelligence, and moving from supply-driven training to demand-responsive, competency-based capacity building.

The transformation framework being developed

Through these regional workshops, the Capacity Building Commission is developing a comprehensive Training Institute Transformation Framework tailored to the diverse needs across India. This framework addresses four main areas: strengthening institutional governance and leadership; improving operational effectiveness and collaboration between institutes; building faculty and institutional competencies; and enabling digital transformation, particularly through artificial intelligence. The framework seeks to move training institutes away from simply offering generic training programmes to understanding what specific competencies civil servants need in their roles and designing capacity building around those requirements.

The UNNATI digital platform

The implementation of this transformation will be supported by the UNNATI (Unified New-Age National Training Initiative) portal, launched during Sādhana Saptah 2026. This digital platform connects over 700 training institutes across the country on a common network. It enables training institutes to identify and respond to competency requirements from Capacity Building Plans, improve their visibility, share resources with other institutes, and track data-informed improvements continuously. UNNATI aims to bridge the gap between the demand for specific skills among civil servants and the capacity of training institutes to supply that training.

How insights from workshops will shape the framework

The Guwahati workshop is the second of four regional workshops scheduled across the country. Following the inaugural workshop at Vijayawada, insights and recommendations from each regional consultation will be compiled to finalise the Training Institute Transformation Framework. This approach ensures the framework reflects the specific contexts, priorities and institutional realities of different states and regions, rather than imposing a one-size-fits-all solution. The workshops will also help individual states develop actionable roadmaps to implement these reforms within their own training institutes.

What this means for you

If you work in a government training institute or with a state civil service, this workshop and the resulting framework will shape how your institution functions and delivers training. The focus on competency-based, demand-responsive training means institutes will increasingly tailor programmes to what civil servants actually need to perform their roles better. For civil servants, this should translate to more relevant, targeted training that equips you with skills needed for your specific responsibilities. For citizens, the ultimate goal is a more capable, responsive civil service better equipped to deliver public services effectively.
