Government targets doubling live events sector by 2030 with single-window clearances

Public and Policy Editorial DeskUpdated 7 Oct 20264 min readSource: PIBHow we report

India’s live events sector has expanded rapidly, with the Ministry of Information and Broadcasting reporting 44 per cent growth over the past year and around 34,000 events held across the country. The sector now supports over one crore livelihoods. The Government has set a target to double the sector by 2030, potentially generating 15 to 20 million direct and ancillary jobs, according to the Secretary of the Ministry of Information and Broadcasting.

To achieve this growth, the Government is implementing a series of reforms under the Live Events Development Cell (LEDC), a body that brings together 14 Central Ministries, 10 States and Union Territories, and 21 industry bodies. A key measure is the introduction of single-window clearances for live event organisers through the India Cine Hub portal.

Key facts

  • Live events sector grew 44 per cent in one year with 34,000 events held
  • Sector supports over one crore livelihoods
  • Government target: doubling the sector by 2030
  • Potential jobs: 15 to 20 million direct and ancillary jobs
  • States and UTs with designated Nodal Officers increased from 16 to 29
  • Five States have adopted the Model Executive Order for Streamlining Licensing and Permissions for Live Events in India, 2026
  • Model Executive Order shared with all States and UTs on 13 March 2026

Single-window clearances portal

The India Cine Hub portal now hosts a Single Window Clearances Portal for the live event industry. States and Union Territories have been directed to integrate their departmental and local licensing systems with this portal and route all live event licensing through it. The Government is asking states to designate Nodal Officers and notified officers from various departments to streamline the approval process. Live event venues are also being onboarded onto the platform, and licensing is being set up as a time-bound public service to reduce delays.

Model Executive Order and regulatory harmonisation

The Ministry shared a Model Executive Order with all States and Union Territories in March 2026 to standardise the licensing process for live events. Five states, including Maharashtra, have already adopted this order. The Model Executive Order aims to replace the current fragmented approach where event organisers must obtain multiple clearances from different departments and local authorities. Maharashtra has presented its implementation approach to encourage other states to follow suit. The remaining States and Union Territories have been urged to expedite adoption.

Next-generation reforms under discussion

The LEDC is deliberating on several major reforms. A single national music licence with standardised tariffs would replace the current system where multiple music rights societies make overlapping demands on event organisers. The Government is also considering notified entertainment precincts under noise pollution rules to allow live entertainment in designated zones without conflicting with residential areas. Caps on foreign remittances for payments to international artists are being reviewed for relaxation to ease international artist participation.

The Ministry of Home Affairs has already streamlined Foreign Regional Registration Office (FRRO) re-registration requirements for short-term stays by foreign performers, reducing bureaucratic hurdles for international artists.

Venue development and infrastructure status

A critical issue being addressed is the shortage of purpose-built live event venues. The Archaeological Survey of India and Sports Authority of India have issued procedures for organising live events at their facilities. The Government is proposing to pre-approve major venues so that organisers do not need to seek permissions separately for each event. The LEDC is reviewing a framework for developing new purpose-built venues, both on existing land (brownfield development) and new sites (greenfield development). Live event venues above a certain capacity threshold are being included in the Harmonised Master List of Infrastructure Sub-sectors, allowing them to access infrastructure financing through the Viability Gap Funding scheme.

Skills development and sector-wide initiatives

The Indian Institute of Mass Communication is leading efforts to integrate live entertainment skills into the National Skills Qualification Framework. Certificate and short-term courses in live events are being developed in collaboration with industry bodies. The Ministry of Skill Development and Entrepreneurship is being asked to incorporate these modules into apprenticeship programmes.

Additional measures include Group visa provisions for artists and crews, customs duty exemption for show equipment, promotion of India as an event tourism hub, GST rationalisation discussions, and recognition of the live entertainment sector under MSME definitions. The LEDC is also proposing Inclusivity Guidelines for the Safety of Women and people with disabilities at live events and concerts, along with a Green Concert Protocol to be launched at WAVES 2027.

What this means for you

If you are a live event organiser, the single-window portal will reduce the time and complexity of obtaining clearances across multiple departments. Venues may gain pre-approval status, eliminating repetitive permissions for each event. Event workers and performers benefit from skill development programmes and streamlined visa processes for international collaborators. The sector’s growth trajectory suggests expanding job opportunities in event management, technical production, hospitality and ancillary services.

What happens next

States and Union Territories are expected to designate Nodal Officers and integrate their licensing systems with the India Cine Hub portal. The remaining states and UTs are urged to adopt the Model Executive Order. Formal feedback on the venue development framework is being sought from state governments, industry stakeholders and sports authorities. The Inclusivity Guidelines and Green Concert Protocol are planned for launch at WAVES 2027.
