Airport expansion and winter tourism
The newly inaugurated Kushok Bakula Rinpoche Airport terminal in Leh is designed to handle three times the passenger volume of the previous facility. The terminal incorporates geothermal heating alongside solar energy systems, making it India’s first airport terminal to combine these technologies. This infrastructure upgrade is intended to support growth in winter and adventure tourism across Ladakh while maintaining environmental sustainability standards.
Road connectivity and economic impact
The Nimmu-Padum-Darcha road project represents a major transport corridor connecting three key settlements. The new route reduces the journey time between these areas from 12 hours to just 3 hours. Beyond convenience for residents, the road is expected to facilitate trade and commerce in the region by opening new market access for local businesses and agricultural products.
Power infrastructure and Hanu hydroelectric project
The Hanu hydroelectric project and its associated transmission network have been dedicated to the public. The Prime Minister noted that reliable electricity access benefits rural households through home lighting, improved educational opportunities for children, enhanced healthcare delivery, and support for small-scale enterprises. The government is also developing modern power generation facilities in Puga Valley as part of broader energy expansion efforts in Ladakh.
Water security through reservoir construction
The Project Amrit Him Sarovar initiative has resulted in 40 newly constructed reservoirs across Ladakh. These water bodies are specifically designed to support agricultural irrigation during critical cultivation periods in the high-altitude terrain. Water security remains essential for farming communities in the region, particularly given the challenging climate conditions.
Education, skills and youth development
A Centre of Excellence is under construction in Leh to provide quality higher education and technology training locally. The government is also advancing proposals for satellite campuses of IIT Jammu and IIM Jammu in Ladakh. These initiatives aim to ensure young people can access advanced education and modern skills without migrating to other cities. Additionally, a new sports policy has been implemented to nurture talent in ice hockey, winter sports, and mountaineering, with plans to provide world-class training facilities for athletes aiming for national and international competition.
Judicial access and heritage conservation
The government approved the establishment of a High Court Bench for Ladakh in August 2026, addressing long-standing demand for improved judicial access and streamlined governance. Additionally, India’s first Petroglyph Conservation Park has been inaugurated in Leh to preserve ancient rock art. The park is designed to protect Ladakh’s Buddhist heritage and cultural monuments while allowing both domestic and international visitors to engage with the region’s historical significance.
Economic opportunities through digital connectivity and local products
Expansion of BharatNet and high-speed internet access is enabling digital commerce for hospitality businesses, restaurants, homestays, and local craft sellers. The homestay sector has grown from around 150 to 3,000 establishments. The government is actively promoting GI-tagged Ladakhi apricots, sea-buckthorn products, traditional Pashmina crafts by the Changpa community, and high-altitude floriculture for global markets, aiming to improve both branding and direct income for producers.
