The Ministry of Statistics and Programme Implementation (MoSPI) has released a Concept Paper outlining how India should measure and value its marine fish resources in monetary terms. The framework aligns with international standards set by the United Nations and builds on India’s existing work in environmental accounting. What the concept paper contains
The document presents a methodological approach for compiling experimental monetary asset accounts of marine fish resources using the System of Environmental-Economic Accounting (SEEA) Central Framework. MoSPI has been applying the UN SEEA Framework since 2018 to compile environmental accounts covering land, water, forest, and minerals. This new paper extends that work specifically to marine fisheries.

- Key concepts, terminology, and classifications used in fisheries management
- An assessment of available data for compiling natural resource accounts
- A step-by-step methodology for compiling marine fishery resource accounts

The framework integrates physical stock conditions, asset life, depletion, regeneration rates, and monetary valuation into a single accounting system. It treats fish resources simultaneously as biological assets and economic resources, recognising their dual importance.
MoSPI acknowledges the methodology is experimental and relies on proxy approaches due to current data limitations in the marine fisheries sector. The ministry has invited comments and feedback from experts, researchers, government agencies, and international organisations at ssd-mospi@gov.in. Responses will help finalise a standardised approach for India’s national accounts.
