The Ministry of Social Justice and Empowerment has announced measures to improve how Scheduled Caste welfare schemes are monitored and delivered across the country. The move focuses on ensuring that money reaches eligible beneficiaries quickly and that schemes work as intended.
What the government is doing
Between 2021-22 and 2025-26, the government funded several major programmes for Scheduled Caste communities. These include the Post-Matric Scholarship for SC Students, National Fellowship for SC Students, National Overseas Scholarship, Top Class Education, Free Coaching, Pre-Matric Scholarship, Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), Scheme of Residential Education for Students in High Schools in Targeted Areas (SHRESHTA), Venture Capital Fund for SCs and skill-development programmes.
To strengthen accountability, the ministry is taking several steps:
- Conducting regular internal reviews of how schemes are being run
- Commissioning third-party evaluations and social audits to check implementation
- Using Direct Benefit Transfer to send scholarship money straight into students’ bank accounts, reducing delays
- Linking fund releases to receipt of complete proposals, submission of utilisation certificates and compliance with guidelines
- Holding national-level Chintan Shivirs, regional meetings and conferences with state and union territory officials to review progress
- Reviewing monthly and quarterly spending targets to identify problems and take corrective action
- Running awareness campaigns through newspapers, social media and direct engagement with states to inform eligible candidates
