“Recognise Persons with Disabilities by Their Abilities, Not Their Disability”: Dr. Virendra Kumar; Government and Social Institutions Join Hands to Take DISSSA to the Last Mile

The Ministry of Social Justice and Empowerment has launched a nationwide campaign called the Divyang Samanata, Sanrakshan evam Sashaktikaran Abhiyan (DISSSA) in partnership with the Rajyoga Education Research Foundation, a wing of the Brahma Kumaris organisation. The initiative aims to support persons with disabilities by focusing on their abilities and potential rather than their limitations. Union Minister Dr. Virendra Kumar announced the partnership through a Memorandum of Understanding signed on 1 September 2026 at Dr. Ambedkar International Centre in New Delhi.

What the campaign will do

DISSSA is a nationwide initiative designed to create an environment that enables persons with disabilities and strengthens their equality, inclusion and empowerment. The Department of Empowerment of Persons with Disabilities (DEPwD) will work with trained teams across multiple States to deliver programmes tailored to regional languages and local communities.

The campaign will include the following activities:

  • Value-based games and motivational songs to build happiness, positive thinking and confidence
  • Community meetings with parents and local communities to raise awareness about equality and inclusion
  • Health awareness activities covering de-addiction, sanitation and cleanliness
  • Meditation sessions and demonstrations to help persons with disabilities overcome psychological barriers such as fear of failure and lack of confidence

The campaign will serve persons with visual, hearing, learning and intellectual disabilities. Separate teams will be formed for different States to ensure accessibility and focused outreach. The Rajyoga Education Research Foundation has been running similar programmes for 18 years, including the use of dedicated vans with trained teams that visit schools and colleges. The organisation has developed specialised materials including Braille-based resources, teaching boards and games for persons with disabilities.

These services will be delivered through trained teams in your State using your regional language. The partnership between government and civil society organisations is intended to ensure that existing welfare schemes and services reach those who need them most, rather than focusing only on managing difficulties related to disability.
