What BLOs Do and Why They Matter
Booth Level Officers are described by the Election Commission as the foundation of India’s democratic system. Their primary responsibilities include preparing Electoral Rolls, which are the official registers of eligible voters. The Chief Election Commissioner stated that Electoral Roll preparation and the conduct of all elections in India follow the Constitution, applicable law, and guidelines issued by the Election Commission.
BLOs in Goa have been specifically commended for maintaining the accuracy and integrity of Electoral Rolls. The election process itself includes built-in safeguards: trained Booth Level Agents appointed by recognized political parties and Polling and Counting Agents representing candidates observe and audit the work of BLOs to ensure transparency and fairness.
Training and Support for BLOs
As part of the interaction, the Election Commission released short instructional videos in Konkani explaining the roles and responsibilities of BLOs, and in English for Booth Level Agents. The meeting also included a question-and-answer session where BLOs could directly raise concerns or seek clarification from the Chief Election Commissioner himself, addressing doubts about their duties and procedures.
