Legal Metrology (Indian Standard Time) Rules, 2026 Notified: Major Step Towards “One Nation, One Time”

The Department of Consumer Affairs under the Ministry of Consumer Affairs, Food and Public Distribution has notified the Legal Metrology (Indian Standard Time) Rules, 2026. The rules establish Indian Standard Time (IST) as the officially recognised and legally binding time reference for the country. These regulations come into force 180 days after their publication in the Official Gazette on 29 August 2026.

What the Rules Cover

The Legal Metrology (Indian Standard Time) Rules, 2026 create a framework for how Indian Standard Time will be generated, maintained, shared and used across the nation. The CSIR-National Physical Laboratory (CSIR-NPL) serves as the scientific authority responsible for maintaining IST using atomic clocks and keeps it aligned with international reference time standards.

To make IST widely available, five Regional Reference Standard Laboratories have been established at Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati. These secondary facilities remain continuously connected to the master time maintained by CSIR-NPL, ensuring accuracy within nanoseconds.

IST can be accessed through multiple channels:

  • Network-based systems such as NTP and PTP
  • Satellite systems including NavIC operated by ISRO
  • Optical fibre-based technologies currently being tested

This multi-source approach provides flexibility depending on how precise the time reference needs to be for each user.
