The Union Home Secretary has convened a meeting in New Delhi to assess how ready Himalayan states and territories are to handle two major natural hazards: glacial lake outburst floods and snow avalanches. Officials from five regions—Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh and Jammu & Kashmir—attended alongside representatives from the Ministry of Home Affairs, National Disaster Management Authority, Central Water Commission, India Meteorological Department and Defence Geoinformatics Research Establishment.

The meeting examined how states are monitoring vulnerable glacial lakes and snow-covered areas across the Himalaya. Key focus areas included setting up early warning systems, identifying high-risk locations, planning evacuation routes, and ensuring alerts reach communities in time. Each state presented its own readiness plans, including measures for tracking dangerous lakes, strengthening warning networks, and positioning response resources in at-risk areas.
The Home Secretary pressed officials to move beyond simply responding to emergencies. Instead, he called for risk-aware planning that prevents disasters before they happen and builds preparedness at village and district levels. States were told to close gaps in their early warning and evacuation systems before extreme weather events occur. Officials were also instructed to speed up a GLOF mitigation project that the central government approved in 2024.
The meeting stressed that state agencies, district administrations and scientific bodies must work closely together. Warnings must be acted on quickly and effectively at ground level. Officials will continue sharing risk information regularly and keep strengthening early warning and response systems to protect lives and property in mountain areas.
