The Union Ministry of Environment, Forest and Climate Change has reviewed pollution control plans submitted by states in the National Capital Region after the minister held over 25 meetings with local bodies over the past year. The move signals a push to strengthen coordination between Delhi, Haryana, Uttar Pradesh and Punjab in tackling deteriorating air quality through citizen engagement and stricter enforcement against polluters.
What the states must do
Each NCR state has now prepared detailed action plans that go beyond technical fixes to include campaigns designed to change public behaviour and involve communities in fighting air pollution. The plans identify specific pollution hotspots where immediate action is needed.
The Environment Minister has directed Pollution Control Boards to adopt a “zero-tolerance” approach toward industries that break pollution rules. States must also publicise the names of non-compliant businesses and fix clear responsibility for violations. Information, Education and Communication activities will be rolled out at grassroots level in a coordinated way across state boundaries.
The minister has proposed that Union Ministers overseeing agriculture, environment and urban development hold separate meetings with their state counterparts to develop joint strategies. Agricultural practices that contribute to air pollution will be part of these discussions.
A follow-up review meeting is scheduled for September to assess how well states are implementing these plans and what results they have achieved.
