Dr. Vinaya Prakash Singh, a senior officer of the Indian Postal Service, has been chosen again as Secretary-General of the Asian-Pacific Postal Union (APPU) for another four-year term. The Ministry of Communications announced this re-election, which took place at the 14th APPU Congress in Bangkok on September 4, 2026. His selection was unopposed and reflects backing from postal authorities across the Asia-Pacific region.

Dr. Singh, who belongs to the 1988 batch of the Indian Postal Service, will begin his second term in January 2027 and serve until December 2030. He was first elected to lead the APPU in 2022 and took office in January 2023.
The Asian-Pacific Postal Union is an intergovernmental organisation with 32 member countries. It operates as a Regional Union of the Universal Postal Union, which is a specialised agency of the United Nations responsible for postal matters. The APPU is based in Bangkok.
During his first term, Dr. Singh worked on expanding postal cooperation among administrations in the region and assisting the development and modernisation of postal services.
Dr. Singh has more than thirty years of experience in government. His previous roles include Member of the Postal Services Board, Senior Deputy Director General, Chief Vigilance Officer in the Department of Posts, Chief Postmaster General of Uttar Pradesh Circle, and Chief General Manager at India Post headquarters. He has also worked with the Union Public Service Commission, the United Nations Development Programme in Afghanistan, and the Army Postal Service Corps. He holds a Ph.D. in Management from the Indian Institute of Technology, Delhi, and was a Gold Medallist in Modern History from the University of Allahabad.
