The National Land Monetization Corporation (NLMC), which functions under the Department of Public Enterprises in the Ministry of Finance, has opened bidding for the sale of a prime industrial land parcel belonging to HIL (India) Limited in New Delhi. The property, spread across approximately 5.119 acres in the Najafgarh Industrial Area near Rohtak Road, is being offered through an electronic tender followed by an electronic auction to ensure transparency and fair competition among bidders.

This is the third such auction that NLMC has publicly advertised in the last two months, reflecting the government’s push to monetise surplus land holdings of public sector enterprises. The sale will be conducted entirely online through the e-Nivida platform, with RailTel Corporation of India Limited providing technical support.

How the auction process works

The monetisation follows a two-stage electronic process. In the first stage, interested bidders must register online, submit their technical bids, and deposit the required earnest money deposit or bank guarantee. All three requirements must be completed by November 19, 2026, at 2:00 PM. The system will open technical bids the next day to verify bidder eligibility and compliance with auction terms.

After technical bids are opened, a mock auction will be conducted on November 23, 2026, to familiarise bidders with the platform. The actual e-auction date will be announced after technical bids are evaluated. During the e-auction stage, eligible bidders compete to place the highest bid in real time through the online platform.

Eligibility and participation requirements

The auction is open to eligible bidders as defined in the detailed Request for Proposal (RFP). Prospective bidders must deposit an earnest money deposit of ₹16.60 crore to participate. The minimum bid increment has been set at ₹1 crore per acre, meaning each successive bid must increase by at least this amount. All terms, conditions, eligibility criteria and detailed property information are available through the e-Nivida portal at nlmc.enivida.com.

A pre-bid meeting will be held on November 3, 2026, for prospective bidders to seek clarification on the bidding process and property details. Questions can be submitted until October 29, 2026, at 5:00 PM, with replies to be provided by November 6, 2026, at 5:00 PM.

Property details and conditions of sale

The land parcel is freehold property designated for industrial use, located in the Najafgarh Industrial Area. The property will be sold on an “as is where is”, “as is what is”, “whatever there is” and “no recourse/no complaint” basis, meaning the buyer accepts the property in its current condition with no claims against the seller for defects or missing features.

The area mentioned (5.119 acres or 20,722.93 square metres) is provisional and indicative. The final exact land extent will be determined through a joint survey to be conducted with the successful bidder after the auction concludes, as per the detailed auction notification.

What this means for you

If you represent a business entity or investment firm interested in industrial property in Delhi, this auction offers access to a significant land parcel in an established industrial area through a transparent, competitive process. The electronic platform removes traditional barriers and allows registered bidders from anywhere to participate equally.

Investors should note that while the reserve price is ₹829.69 crore, the final sale price will depend on competitive bidding. The earnest money deposit of ₹16.60 crore is a substantial commitment required upfront. Successful bidders will also pay an additional processing fee of ₹24 lakh plus applicable taxes.

What happens next

Bidders must register and submit technical bids by November 19, 2026, at 2:00 PM. Technical bids will be opened the following day. A mock auction is scheduled for November 23, 2026.
