What is PM Viksit Gram Swaraj Yojana?

The Union Cabinet approved the Pradhan Mantri Viksit Gram Swaraj Yojana on 28 October 2026 as a Centrally Sponsored Scheme for 2026-27 to 2030-31, running alongside the Sixteenth Finance Commission period. Its total outlay is Rs 7,395.55 crore, of which the Centre bears Rs 4,869.48 crore and the states Rs 2,526.07 crore.

What it aims to do

The scheme is meant to strengthen grassroots governance and local planning in villages. It focuses on raising citizen awareness of government schemes, building the capacity of elected Panchayat representatives, and improving transparency, accountability and the own-source revenue of Panchayats.

Annual targets

  • 2.55 lakh Gram Panchayat Development Plans uploaded on the eGramSwaraj portal.
  • Awareness drives reaching at least 1 crore citizens.
  • Training for about 32 lakh elected representatives, functionaries and stakeholders.
  • At least 2.55 lakh online audit plans through AuditOnline.
  • PANCHAM, an AI-enabled multilingual communication platform in 17 languages.

Who it covers and how it works

It covers Panchayats and traditional local bodies in all States and UTs, including areas outside Part IX of the Constitution. States and UTs submit Annual Action Plans, which a Central Empowered Committee appraises and approves. No permanent posts will be created, though states may hire contractual staff at state, district and block levels.

This is not a scheme individuals apply to. As a villager, you benefit by taking part in your Gram Sabha and in preparing your Gram Panchayat Development Plan. Separately, the Sixteenth Finance Commission has recommended about Rs 4.35 lakh crore in grants for rural local bodies over the same period.
