Street vendors were hit hardest when markets shut during the pandemic, and most of them had no way to borrow except from moneylenders. PM SVANidhi gives them small working capital loans with no collateral at all.

You start with Rs 15,000. Repay it on time and you become eligible for Rs 25,000, and after that Rs 50,000. Timely repayment also earns you an interest subsidy, so the effective cost of borrowing is low. The scheme was restructured in 2025 and now runs until 31 March 2030, with the tranche amounts raised and coverage extended beyond statutory towns to census towns and peri-urban areas.

There are two extra rewards. Accept payments by QR code and you can earn cashback of up to Rs 1,600. Repay your second loan and you qualify for a UPI linked RuPay credit card with a limit of up to Rs 30,000.

Who is eligible

  • The applicant must be a street vendor doing business in an urban area
  • Vendors holding a Certificate of Vending or an identity card issued by the Urban Local Body are eligible
  • Vendors identified in the survey but not issued a certificate can apply using a provisional certificate of vending
  • Vendors left out of the survey may apply with a letter of recommendation from the Urban Local Body or the Town Vending Committee
  • Vendors from surrounding peri-urban and rural areas who vend in the urban local body area are covered, and the restructured scheme extends coverage to census towns and peri-urban areas
  • The higher tranches are available only after the previous loan has been repaid on time

  • Apply online at pmsvanidhi.mohua.gov.in, or through a Common Service Centre, a bank branch, a business correspondent or a microfinance institution
  • Complete Aadhaar based e-KYC and fill the loan application for the tranche you qualify for
  • The Urban Local Body verifies your vendor status and the lender sanctions the loan, usually with no collateral
  • Repay in monthly instalments to earn the interest subsidy and unlock the next tranche, and use digital payments to earn cashback
