What is the Telecom Manufacturing Zone?

The TMZ will function as a specialised plug-and-play manufacturing hub where companies can access ready infrastructure, common facilities and an enabling industrial environment. It will support production of telecom equipment and components, along with design, research and development, testing and innovation capabilities. The zone will also develop expertise in optical fibre, semiconductors and emerging technologies such as 5G and 6G.

How it will work

A Special Purpose Vehicle (SPV) has been created to implement the project, with 51% equity held by the Madhya Pradesh government and 49% by the Department of Telecommunications under the Ministry of Communications. This Centre-State partnership will oversee time-bound execution, infrastructure development and provision of facilities for investors. Companies can set up manufacturing units with minimal lead time by using the ready infrastructure model.

Investment and employment potential

Through investor roadshows led by Union Minister Jyotiraditya Scindia and Madhya Pradesh Chief Minister Dr. Mohan Yadav across Delhi, Mumbai and Bengaluru, the zone has attracted investment commitments exceeding ₹5,500 crore. The Delhi roadshow alone generated approximately ₹3,500 crore in commitments with potential to create 14,000 jobs. The Mumbai roadshow on 4 August yielded approximately ₹2,000 crore with 4,000 job prospects. Additional engagement in Bengaluru with telecom, electronics, semiconductor and technology companies generated further interest with proposals of ₹700-800 crore. In total, the zone is expected to generate more than 18,000 employment opportunities.

Alignment with national policy

The project supports the Prime Minister’s Aatmanirbhar Bharat vision and the Make in India, Make for the World initiative. It aims to strengthen India’s domestic telecom manufacturing capacity, reduce dependence on imports, advance self-reliance in telecom products and enhance India’s role in global manufacturing and technology value chains. This transition from being primarily a consumer of telecom products to becoming a significant manufacturer represents a strategic shift in India’s industrial policy.

What this means for you

If you live in Gwalior or the Gwalior-Chambal region, the zone will create significant employment opportunities in manufacturing, technical roles, research and development, and related services. Students and young professionals in engineering, electronics and telecommunications will find new career pathways in these companies. The development is also expected to boost the local economy through ancillary industries, services and increased economic activity. Businesses involved in supporting infrastructure, logistics and industrial services may benefit from increased demand.

What happens next

The ground-breaking ceremony is scheduled for 29 October 2026 with Union Home Minister Amit Shah’s participation. After the ceremony, infrastructure development will proceed with the goal of making facilities available to investors without delay. Union Minister Scindia will continue conducting regular reviews to ensure project execution remains on schedule and that all investor requirements are met.
