The Union Cabinet has approved a new equity investment fund with a commitment of ₹10,000 crore to support the growth of small and medium enterprises across India. The SME Growth Fund will provide patient equity capital to promising small and medium businesses that demonstrate strong fundamentals and potential for expansion. The initiative is part of the Union Budget 2026-27 announcements and will be implemented through the Ministry of Micro, Small and Medium Enterprises.

The fund addresses a gap in India’s MSME financing landscape. While smaller micro enterprises have access to various credit schemes, small and medium-sized businesses seeking expansion capital have fewer options. This fund is designed to fill that gap by offering long-term equity investment rather than debt, allowing businesses to scale operations without debt burden.

Who can access the fund

The SME Growth Fund will invest in small and medium enterprises that have demonstrated business viability and capacity to scale. The fund will prioritise enterprises in manufacturing, services, technology and innovation-driven sectors. It will also support businesses operating in strategic value chains identified as important for India’s economy.

The fund has a particular focus on manufacturing-based SMEs seeking to expand production capacity, upgrade to advanced technology, improve operational efficiency and build export competitiveness. Beyond large industrial hubs, the fund will also consider enterprises in Tier-II and Tier-III cities operating within industrial clusters. This geographic emphasis aims to support balanced industrial development outside major metros and strengthen supply chains in smaller cities.

How the fund works

The SME Growth Fund operates as an Alternative Investment Fund, a category of privately pooled investment vehicles regulated by the Securities and Exchange Board of India. Rather than lending money, the fund takes equity stakes in qualifying SMEs. This structure allows businesses to raise capital without accumulating debt, giving them flexibility to invest in growth initiatives.

The patient capital approach means the fund is designed for longer holding periods, allowing SMEs time to implement expansion plans, achieve operational improvements and generate returns. This contrasts with traditional bank lending that requires regular repayment regardless of business cycles.

What growth capital enables

With access to equity capital from the SME Growth Fund, small and medium enterprises can undertake several growth strategies. These include scaling production operations, acquiring complementary businesses, investing in research and innovation, adopting advanced manufacturing technologies, expanding internationally or integrating into global supply chains. The capital also supports strategic investments in production capacity that would otherwise require excessive debt.

What this means for you

If you own or manage a small or medium-sized business with strong fundamentals and growth potential, the SME Growth Fund represents a new source of patient capital. Unlike bank loans that require monthly repayment, equity investment allows you to deploy capital for expansion while sharing ownership stakes with professional investors.

For employees, the fund’s emphasis on scaling operations and capacity expansion is expected to generate more quality employment opportunities across sectors. The geographic focus on industrial clusters in smaller cities means growth opportunities will extend beyond metro-centric business ecosystems.

For the broader economy, the fund complements existing MSME support through credit guarantee schemes, skill development programmes, technology assistance and government procurement preferences. Together, these initiatives form a holistic support system for small business growth across India.

Broader MSME support ecosystem

The SME Growth Fund is part of a larger framework supporting MSMEs across multiple dimensions. The Credit Guarantee Fund Trust for Micro and Small Enterprises provides loan guarantees. The Prime Minister’s Employment Generation Programme supports job creation. The PM Vishwakarma scheme offers training and entrepreneurship support. Technology enablement comes through schemes like Raising and Accelerating MSME Performance and the Zero Defect certification programme. Government procurement through the MSME SAMBANDH portal also creates demand for small business products and services.
