The Department of Administrative Reforms and Public Grievances (DARPG) has released its 53rd monthly report on the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), showing performance data for Central Ministries and Departments for September 2026. The report tracks how quickly government agencies resolve citizen complaints across the central government.

CPGRAMS is the online portal through which Indian citizens can lodge complaints against central government ministries and departments, and track their resolution. The monthly reports measure how well each department is doing in addressing public grievances.

Key facts

  • 2,38,579 grievances redressed in September 2026
  • 2,27,837 new grievance cases received in the month
  • Average grievance disposal time: 13 days
  • Pending cases: 85,687
  • 51st consecutive month with disposal exceeding 1 lakh cases
  • 92,822 new users registered on CPGRAMS in September 2026
  • 12,996 grievances filed through Common Service Centres
  • 1,87,362 feedback responses collected from citizens
  • 454 review meetings conducted by Secretaries since module launch in September 2025
  • Uttar Pradesh accounted for 17% of new registrations

How the system works

Citizens can file complaints through the CPGRAMS portal online, or through Common Service Centres (CSCs) spread across villages and towns. The system allows complainants to track the status of their grievance and see which department is handling it. CPGRAMS has integrated with the network of more than 5 lakh CSCs across India, which are run by Village Level Entrepreneurs (VLEs). In September alone, 12,996 grievances were filed through CSCs, showing that the village-level access point is contributing to the overall complaint load.

Complaint categories and major problem areas

Three departments received more than a third of all grievances filed in September. The Ministry of Labour and Employment received 37,492 complaints, the Department of Financial Services (Banking Division) received 31,968 complaints, and the Ministry of Railways received 9,914 complaints. This suggests that employment issues, banking services and railway operations are the main pain points for citizens using the grievance system.

Performance rankings

DARPG publishes monthly rankings under the Grievance Redressal Assessment and Index (GRAI), which measures each department’s effectiveness. Departments are ranked in two categories based on complaint volume. In Group A (departments receiving 500 or more grievances), the Department of Posts, Department of Financial Services (Insurance Division), and Department of Telecommunications were the top performers in September 2026. In Group B (departments receiving fewer than 500 grievances), the Ministry of Textiles, Ministry of Heavy Industries and Ministry of Tourism performed best.

Appeals and review mechanism

If a citizen is unhappy with how their grievance was resolved, they can file an appeal. In September 2026, 48,653 appeals were received by the system, and 42,116 were resolved. This left 23,230 appeals pending. Additionally, DARPG has introduced a new Review Meeting Module where senior government officials (at Secretary level) review public grievances. Since this module began in September 2025, 454 such review meetings have been held to improve the quality of grievance redressal.

Growing user base

The CPGRAMS portal continues to attract new users. In September 2026, 92,822 new users registered, indicating growing awareness of the system. Uttar Pradesh led with 17% of these new registrations, suggesting that either more complaints originate there or awareness campaigns have been effective in that state.

What this means for you

If you have a complaint against a central government department or ministry, you can file it on the CPGRAMS portal or through your nearest Common Service Centre. The average time for resolution is 13 days. If you are not satisfied, you can appeal the decision. The system is designed to be simple and accessible to all citizens without requiring a lawyer or advocate. The fact that the government releases monthly reports shows that improving grievance resolution is being tracked as a priority.

What happens next

DARPG will release the next monthly report in November 2026 for October 2026 data, continuing its practice of publishing monthly performance information for public accountability.
