The Department of Land Resources under the Ministry of Rural Development will formally launch operational guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 on 10 September 2026. This five-year initiative, running until 2031, will receive funding of Rs. 565.50 crore and will operate as a Central Sector Scheme across all states and union territories. The programme aims to transform how land records are managed and accessed by citizens and businesses across the country.
What DILRMP 3.0 will do
Building on earlier phases that largely completed the computerization of land records, DILRMP 3.0 will move beyond digital storage to create what the government calls a “Land Stack”—a unified system integrating maps, ownership information, property registration details and court cases into one accessible platform.
The programme will introduce several new features:
- Bhu-Aadhaar (ULPIN): Each land parcel will receive a unique 14-digit identification number for clear ownership recognition.
- Digital Maps and Coordinates: Complete digitization of cadastral maps with precise geographical references.
- Online Registration: Fully paperless property registration through a new online Registration Repository.
- Registration Seva Kendras: Upgradation of 75 Sub-Registrar Offices into modern service centres at a cost of Rs. 37.5 crore.
- Paperless Court System: Integration of a new Revenue Court Case Management System (RCCMS) directly with land records to speed up dispute resolution.
- NAKSHA Urban Pilot: Completion of map digitization work in selected urban areas.
What this means for you
Under DILRMP 3.0, you will no longer need to visit government offices repeatedly to access land information or register property. The system’s focus on application programming interfaces (APIs) will allow secure online access to records. Property disputes handled through the integrated court system are expected to be resolved faster and at lower cost. For those buying, selling or mortgaging land, the entire process will become simpler and more transparent, while farmers and landowners will have secure digital proof of ownership.
