The Capacity Building Commission will convene a two-day regional workshop in Lucknow on 23 and 24 October 2026 to discuss how government training institutes can modernise and better prepare civil servants for contemporary challenges. The event is part of Sādhana Śhrinkhla 2026, a series of four regional consultations aimed at transforming training institutes into competency-driven institutions aligned with Mission Karmayogi, the government’s human resource development programme.
Uttar Pradesh Chief Minister Yogi Adityanath will inaugurate the workshop. Dr Jitendra Singh, Minister of State (Independent Charge) for Science and Technology and Earth Sciences and Minister of State in the Prime Minister’s Office, will also attend.

What the workshop will cover
The Lucknow consultation will focus on four main areas of reform. First, it will examine institutional governance and leadership structures within training institutes. Second, it will address operational effectiveness and how different institutes can collaborate better. Third, it will explore faculty development and building competencies within institutions themselves. Fourth, it will examine digital transformation, including the use of artificial intelligence in delivering training programmes.
The workshop recognises that civil servants today face rapidly changing technologies, shifting public expectations and complex development priorities. Training institutes must equip officials with skills and knowledge relevant to these modern challenges. By bringing together senior officials, institute leaders, faculty members, subject experts and industry partners, the workshop aims to create practical roadmaps for institutional reform tailored to each State and Union Territory.
The role of Sādhana Śhrinkhla 2026
Sādhana Śhrinkhla, which stands for Strengthening Adaptive Development and Humane Aptitude for National Advancement, is a series of four regional workshops designed to advance institutional reform. This initiative continues earlier conversations led by the Capacity Building Commission through Regional Task Force meetings, Sādhana Saptah held from 2 to 8 April 2026, and the National Departmental Summit on Institutionalising Capacity Building in May 2026. The Lucknow workshop is the third regional event in this series.
UNNATI portal as the implementation platform
The Unified New-Age National Training Initiatives (UNNATI) portal, launched during Sādhana Saptah 2026, will serve as the common platform for carrying forward these reforms. UNNATI connects more than 700 training institutes across the country on a single digital platform. It links these institutes to the competency requirements identified in Capacity Building Plans, enabling them to share resources, collaborate on programmes and improve performance based on data-driven insights.
Developing a transformation framework
Outcomes from the Lucknow workshop, combined with findings from the workshops in Vijayawada, Gawahati and a fourth regional consultation yet to be held, will feed into the Training Institute Transformation Framework being developed by the Capacity Building Commission. This Framework will provide common direction for reform across states while accommodating each State’s specific institutional circumstances.
What this means for you
If you work in government training institutes or state administration, this workshop signals a shift towards competency-based, digitally enabled training programmes. The reforms emerging from this consultation will influence how civil servants are trained and developed over the coming years. For aspirants preparing for civil service examinations, the modernisation of training institutes may eventually lead to more updated, relevant preparation resources and programmes.
What happens next
After the Lucknow workshop, the fourth and final regional consultation in the Sādhana Śhrinkhla series will be held in another region. The findings from all four workshops will then be consolidated into the Training Institute Transformation Framework, which will guide reform efforts nationwide.
