The National Human Rights Commission (NHRC), India has opened a formal investigation into allegations that a 12-member family from Uttar Pradesh was held as bonded labourers for nearly a year at a construction facility in Bachupally, Medchal-Malkajgiri district, Hyderabad. According to media reports, the family worked seven days a week for meagre wages, faced physical and verbal abuse, and lived in hazardous conditions with restricted movement.

The NHRC has issued notices to four senior Telangana officials and set a four-week deadline for a detailed report on the case, including the current status of all 12 rescued victims, investigation details, rehabilitation assistance and long-term plans.

The family was rescued after social workers filed a complaint with Revenue and Labour officials. At the time of rescue, supervisors had restricted the workers’ movement and confiscated their personal belongings, preventing them from leaving the site.

What authorities must now do

The NHRC has directed the Telangana authorities to submit a detailed report within four weeks covering several specific areas. First, they must provide the current status and whereabouts of all 12 rescued victims and confirm that immediate support has been provided for their safety, shelter, food and medical care. Second, the report must detail the FIR (First Information Report) registered against the employer and any other persons responsible for the alleged labour violations, along with the status of the criminal investigation.

Third, authorities must confirm that all eligible victims have received Bonded Labour Release Certificates, which are legal documents recognising their status as freed bonded labourers. Fourth, the report must verify that each victim has received immediate financial assistance of up to Rs. 30,000, which is available under the Central Sector Scheme for Rehabilitation of Bonded Labourers, 2021.

Rehabilitation and repatriation plans

The NHRC has specifically directed the District Magistrate to ensure the entire process of release and rehabilitation is handled in a time-bound and victim-focused manner. Authorities must also prepare a comprehensive long-term rehabilitation plan for the family. This plan should include their repatriation to Uttar Pradesh if they wish to return home, to be coordinated with the Uttar Pradesh State authorities.

The Central Sector Scheme for Rehabilitation of Bonded Labourers, 2021 provides a structured approach to helping workers freed from bonded labour. It covers immediate financial support, release certificates, skills training, and long-term reintegration into mainstream society.
