NLMC conducts investor roadshow for RINL land e-auction in October

The National Land Monetization Corporation (NLMC), a government entity under the Department of Public Enterprises in the Ministry of Finance, has wrapped up a three-city investor engagement programme to prepare buyers for the upcoming e-auction of land owned by Rashtriya Ispat Nigam Limited (RINL), the corporate entity managing Visakhapatnam Steel Plant. The roadshow visited Visakhapatnam, Vijayawada and Hyderabad between September 23 and 25 to inform prospective buyers and developers about the properties and auction mechanics before bidding begins.

About the land parcels

The properties being sold belong to RINL and are located in two established areas of Visakhapatnam. HB Colony contains 456 residential plots in a developed neighbourhood with existing road and utility infrastructure. The Auto Nagar properties at Gajuwaka comprise one large contiguous parcel of 2,728 square yards in Block 2 and two residential plots in Block 3, situated in an established commercial and industrial zone. Individual plot sizes vary considerably, from about 129 square yards to 2,728 square yards, giving bidders a range of options depending on their needs.

How the e-auction will work

The auction is split into two separate sessions conducted online through the RailTel E-Nivida platform. On October 12, 243 plots will be offered during the first session, while October 16 will feature the remaining 216 plots. Both sessions run from 11:00 AM to 7:00 PM. Prospective bidders must register and submit an Earnest Money Deposit of 2 lakh rupees before the deadline for each session. The deposit serves as a commitment to participate and is adjusted against the final purchase price if a bid is successful.

Connection to NLMC’s asset monetisation role

NLMC is a government-owned company established to help Central Public Sector Enterprises (CPSEs) like RINL sell surplus and non-essential land and assets in a transparent, systematic manner. Rather than allowing such properties to lie unused, NLMC structures the sale process, conducts market outreach, and ensures competitive bidding. This auction of RINL land represents part of the broader effort by government to monetise idle assets of public sector companies and channel the proceeds back into operations and development.

Investor outreach and participation

The three-city roadshow engaged a wide audience, including domestic investors, property developers, NRIs (Non-Resident Indians) and prospective buyers based abroad. The Visakhapatnam meeting drew over 150 in-person participants plus more than 50 joining by video conference. Subsequent meetings in Vijayawada and Hyderabad each attracted 50 to 60 participants. During these meetings, officials from NLMC and RINL explained the location and features of each plot, plot sizes, eligibility rules, the bidding process, the earnest money deposit requirement, registration procedures and terms of sale. This advance engagement allows interested buyers to understand the portfolio and prepare their bids before the auction dates.
