NLMC to auction 459 RINL land plots in Visakhapatnam in October

The National Land Monetization Corporation (NLMC), operating under the Department of Public Enterprises within the Ministry of Finance, is preparing to sell 459 land parcels belonging to Rashtriya Ispat Nigam Limited (RINL), the corporate entity that runs Visakhapatnam Steel Plant. The sale will happen through an online e-auction conducted in two separate sessions in October 2026. The corporation held an investor briefing meeting in Visakhapatnam on September 23, 2026, to explain the auction process and property details to potential buyers.

NLMC is organising a series of investor outreach meetings in Andhra Pradesh and Telangana to ensure prospective bidders understand the portfolio and bidding procedures. Additional meetings are scheduled for Vijayawada on September 24 and Hyderabad on September 25.

What is being auctioned

RINL is selling surplus non-core land assets located in established residential and commercial areas of Visakhapatnam. The majority of the portfolio comprises 456 residential plots clustered in HB Colony, Maddilapalem, a developed neighbourhood with existing road networks and municipal services. A smaller portion includes three plots at Auto Nagar, Gajuwaka, an area with active commercial and industrial activity and established connectivity to the wider city.

Individual plot sizes vary significantly, ranging from just under 129 square yards to nearly 2,728 square yards. The Auto Nagar offering includes one contiguous parcel of 2,728 square yards in Block 2, and two separate residential plots in Block 3. All properties are situated in areas with pre-existing infrastructure, potentially reducing buyer costs for development.

The auction process and registration

The e-auction will be conducted online through the RailTel E-Nivida e-Procurement Platform, a government e-procurement system. The sale is divided into two separate auction days to manage the large number of plots. Prospective bidders must register and submit an Earnest Money Deposit of ₹2 lakh for each auction day they wish to participate in.

Those interested in the Day 1 auction (243 plots on October 12) must complete registration and deposit the EMD by October 8 at 5:00 PM. For the Day 2 auction (216 plots on October 16), the deadline is October 14 at 5:00 PM. All auction documents, detailed plot information, eligibility criteria, registration instructions and terms and conditions are published on the official e-auction portal at https://eauction.enivida.com/.

Why this is happening

NLMC exists to help central government enterprises and public sector agencies convert surplus real estate and non-core assets into revenue. RINL has identified these land parcels as non-essential to its steel manufacturing operations. By monetising these assets through a transparent, competitive e-auction mechanism, the steel plant can generate funds for reinvestment in core business activities. The public auction process ensures fair market valuation and equal opportunity for all interested buyers.
