Pension Ministry launches special campaign to clear pending cases and improve pensioner services.

The Department of Pension & Pensioners’ Welfare (DoPPW) has launched the preparatory phase of the Special Campaign for Disposal of Pending Matters (SCDPM 6.0) following the nationwide initiative announced by the Department of Administrative Reforms and Public Grievances on 16 September 2026. The campaign aims to clear pending pension-related cases, streamline records, and simplify administrative rules for government pensioners across India.

The main campaign will run from 2 October 2026 to 31 October 2026, with a focus on reducing backlog, strengthening internal oversight, improving document management, and making pension-related rules simpler and easier to understand for pensioners.

What is SCDPM 6.0?

The Special Campaign for Disposal of Pending Matters is a recurring central government initiative designed to address administrative backlogs and improve service delivery. This version, SCDPM 6.0, represents the sixth iteration of the campaign. The DoPPW’s participation means the pension department is aligning its operations with government-wide efforts to reduce pending cases and improve efficiency.

Campaign objectives for the pension department

During the preparatory phase that is currently underway, DoPPW officials are identifying specific targets and areas for improvement. The department will focus on four main areas during the October campaign period: reducing the number of pending grievances and appeals, improving how physical and electronic records are organized and maintained, ensuring cleanliness and organization across office spaces, and simplifying administrative rules and procedures that affect pensioners.

The “Ease of Rules” initiative is particularly significant for pensioners. The department plans to issue 23 operational memoranda (OMs) that will clarify or simplify procedures related to pension administration. These OMs are intended to make it easier for retired government employees to access their pensions and resolve pension-related issues without unnecessary bureaucratic hurdles.

Cleanliness and premises management

The department has identified 21 cleanliness sites across its offices nationwide, coordinated through Central Government Pensioners’ Associations and their affiliated organizations. During the preparatory phase, the Joint Secretary (Pension) has inspected all these identified sites and directed staff to prepare for the campaign period. This aspect of the campaign falls under the “Swachhata Hi Sewa” (Cleanliness is Service) programme, a government-wide initiative to maintain cleanliness and hygiene standards.

As part of this commitment, Dr. Jitendra Singh, Minister of State (Personnel), along with Smt. Nivedita Shukla Verma, Secretary (Pension), and other DoPPW officials will participate in a plantation drive on 1 October 2026 at the CSOI Vinay Marg Sports Complex in New Delhi.

Monitoring and implementation

Progress during the campaign will be tracked daily by a dedicated monitoring team. All updates will be uploaded to the SCDPM portal maintained by the Department of Administrative Reforms and Public Grievances, allowing the central government to track performance across all participating departments.
