The Ministry of Rural Development convened a two-day national meeting of its Rural Self Employment Training Institutes (RSETI) programme at Shillong, Meghalaya, to assess progress and plan improvements. The RSETI scheme operates through partnership between the central government, state governments and banks to provide vocational training and credit support to rural youth seeking self-employment.

What RSETI is and how it works
RSETI is a centrally sponsored skill development programme that creates a three-way partnership between the Ministry of Rural Development, state and union territory governments, and sponsoring banks. Each district is intended to have an RSETI centre. The scheme aims to train rural youth in income-generating skills and connect them with bank credit to start sustainable livelihoods through wage employment, entrepreneurship or self-employment.
Five priorities identified for improvement
Ministry Secretary Rohit Kansal outlined five key areas requiring urgent focus. First, credit linkage gaps must be addressed by analysing why some trained beneficiaries remain unable to access bank loans, whether due to lack of interest or problems in the credit delivery system itself. Second, the courses offered need modernisation to reflect current job market demands. Third, the quality of trainers must improve. Fourth, each state should develop at least one model RSETI with a defined timeline as a demonstration of best practices. Fifth, complete digital transformation with artificial intelligence integration is essential.
Course modernisation and emerging opportunities
The Secretary noted that training is a means to achieve sustainable livelihoods, not an end in itself. The current course portfolio is heavily concentrated, with 65% of trainees focused on a narrow range of courses. The Ministry plans to diversify by introducing courses in emerging technologies such as artificial intelligence, digital and mobile technologies, automobiles and tourism. Additionally, opportunities exist in the international labour market for skills in nursing, caregiving, plumbing and foreign language instruction. State governing bodies have been asked to review and update courses that have not been revised recently.
Digital integration and AI-enabled matching
All RSETI activities from recruitment through to outcome monitoring will be integrated into the Kaushal Rural portal. An AI layer will be added to match candidate profiles with suitable courses and livelihood opportunities, both within India and abroad. This technology-enabled approach aims to improve the relevance of training to job market needs and increase placement rates.
Expanding the training portfolio
The Ministry is considering an expanded vision for RSETI centres beyond basic skill training. Plans include establishing Rural Business Incubation Centres, creating Enterprise Mentoring Cells to support new entrepreneurs, forging partnerships with local industries, organising a National RSETI Alumni Meet, common branding of products made by trainees, and structured support for beneficiaries after training ends.
Accountability and recognition
Secretary Kansal stated that performance will be measured and reviewed regularly, with well-performing institutions recognised and rewarded. He emphasised that stakeholders should approach the programme not merely as administrative responsibility but as a form of service to rural communities.
What this means for you
If you are a rural youth seeking skill training, RSETI centres aim to offer expanded course options aligned with emerging job markets both in India and internationally. The AI-enabled portal will help match your skills and interests to appropriate training and employment opportunities. If you have already received RSETI training, the programme now emphasises structured post-training support and better credit access to establish sustainable businesses. If you are a bank official involved in the scheme, the ministry expects detailed analysis of why some beneficiaries cannot access credit and reforms to address barriers.
What happens next
The meeting reviewed progress at mid-year and set targets for the remaining two quarters of the financial year and beyond. States have been asked to commit to establishing at least one Model RSETI with specific timelines. Regular consultations between the Ministry and states will continue to address challenges and implement reforms in course offerings and delivery mechanisms.
