The Ministry of Personnel, Public Grievances and Pensions is launching Sadhana Shrinkhla 2026, a series of four regional workshops designed to reshape how government training institutes function. The initiative aims to move these institutions away from offering standalone courses towards becoming strategic capacity building centres that respond to specific government competency needs. The workshops will bring together state officials, training institute leaders, industry experts and government representatives to plan this transformation across India’s regions.

What is Sadhana Shrinkhla 2026

Sadhana Shrinkhla 2026 builds on earlier national consultations held in April and May 2026. The initiative is part of Mission Karmayogi, a broader government programme to strengthen capacity building across all levels of public administration, from grassroots workers to senior secretaries. The regional workshops will contextualise national guidelines to suit different state and regional needs while maintaining a unified approach to training and development.

Transformation from training to capacity building

Currently, government training institutes function primarily as training providers offering courses and programmes. The new framework proposes a shift towards becoming Capacity Building Institutions. This means they would identify specific competencies required for different government roles and design targeted interventions to build those capabilities. Instead of generic training, institutes would align their programmes with what individual government departments and roles actually need.

Each training institute will develop Capacity Building Plans that translate government competency requirements into concrete institutional actions. This approach ensures training directly supports better government performance and citizen outcomes.

Key focus areas for the workshops

The regional workshops will deliberate on five main areas. First, they will discuss frameworks for institutional governance and leadership that enable this transformation. Second, they will address operational effectiveness and collaboration among training institutes. Third, they will focus on improving training quality using the Karmayogi Quality Framework. Fourth, they will examine how to develop faculty capabilities and competencies. Finally, they will explore how digital technologies and emerging tools can be integrated into training delivery.

The UNNATI platform and UXchange

Implementation of this transformation will be anchored in the UNNATI portal, which will connect over 900 training institutions on a single digital platform. This portal will make the new framework operational and enable continuous improvement based on data. A feature called UXchange (UNNATI Exchange) will allow training institutes to share courses, faculty expertise and physical infrastructure across the network. This means a state lacking expertise in a particular area can access resources from institutes in other states, strengthening the overall capacity building ecosystem.

Stakeholders participating

Each workshop will bring together senior government officials from the host region’s states and union territories, heads and faculty from training institutes, industry partners, subject matter experts and representatives from startups. This diverse participation ensures that the transformation plans account for both government needs and evolving skill requirements in the economy.
