The Central Sector Scheme of Scholarship for College and University Students, now branded under Pradhan Mantri Uchchatar Shiksha Protsahan, rewards students who did well in the class twelve board examination and then go on to a regular degree course. Eligibility is defined by percentile rather than by a fixed mark, so a student must rank above the eightieth percentile of successful candidates in their own stream and their own board, which keeps the bar comparable across very different boards.

Up to eighty two thousand fresh awards are made each year and half are reserved for girls. The scholarship pays a smaller annual amount through the first three years of a degree and a larger amount at postgraduate level and in the later years of long professional courses. Renewal is conditional on marks and attendance, and correspondence or distance courses are excluded.
