The Ministry of Personnel, Public Grievances and Pensions has welcomed a new mutual support scheme called CSS Shield, launched by the Central Secretariat Services Forum. The initiative aims to provide financial assistance to families of deceased Central Secretariat Services officers. Union Minister Dr. Jitendra Singh, who oversees personnel matters, said the effort reflects the government’s intention to make service rules more sensitive to the needs of employees and their dependents.
What CSS Shield Offers
CSS Shield operates on the principle of “Contribute for Family, Support with Dignity”. The scheme has been formally structured after years of informal voluntary contributions by CSS officers to support bereaved colleagues.
- The Forum will provide at least 15 lakh rupees to each bereaved family of a deceased CSS officer
- Since 2020, CSS officers have voluntarily contributed around 1.30 crore rupees to assist approximately 65 to 70 deceased officers’ families
- The scheme covers approximately 13,000 members of the Central Secretariat Service
- Future support may include scholarships for children of deceased officers as participation and the fund grow
Dr. Jitendra Singh noted that the experience during the COVID-19 period, when several CSS officers died, strengthened the case for formalising this support mechanism. He said the government remains open to modifying existing service rules wherever changes can better serve employee and family needs.
