The Ministry of Communications has announced plans to establish Asia’s first Telecom Manufacturing Zone in Gwalior, Madhya Pradesh. Union Minister of Communications Shri Jyotiraditya Scindia inspected the site and revealed that 24 companies have already begun the application process to set up manufacturing units there. The project aims to transform Gwalior into a major hub for India’s telecom equipment manufacturing sector.
The investment and land details
The proposed Telecom Manufacturing Zone will attract approximately Rs 5,500 crore in investment. About 170 acres of land has been identified for the first phase, with roughly 90 acres in Shrimant Madhavrao Scindia Counter Magnet City (SADA) and 70 acres in the IT Park. Additional land will be identified as needed, since investor interest has exceeded the available space.
The investment commitments come from two investor roadshows held in July and August 2026. The Delhi roadshow generated commitments of approximately Rs 3,500 crore, while the Mumbai roadshow attracted approximately Rs 2,000 crore. The 24 companies that have initiated applications represent formal commitments rather than verbal promises.
Both the Madhya Pradesh government and the Department of Telecommunications are offering incentive packages to manufacturers. These include support linked to land lease, power supply, employment generation and production volumes, along with incentives for environmental sustainability. The Department of Telecommunications has also proposed a Common Testing Lab package worth approximately Rs 500 crore.

The zone is expected to generate over 18,000 direct and indirect employment opportunities. The project will encompass 24 to 25 telecom manufacturing units producing equipment and components across six key verticals of the telecom sector.
