The Union Ministry of Education has issued a statement redefining how literacy and education should function in society. Speaking at the national celebration of International Literacy Day 2026 in New Delhi, the Union Minister of State for Education, Shri Jayant Chaudhary, emphasized that these tools must serve as pathways to empowerment and active citizenship rather than merely technical skills.
What the announcement contains
The Minister stated that literacy programmes, particularly under ULLAS (Unlocking Potential through Literacy for All in Society), must go beyond teaching reading and writing. The vision encompasses financial literacy, digital literacy, comprehension and practical application of knowledge. Education should ultimately support sustainable development, economic security and the creation of responsible citizens.
The Ministry is conducting a Literacy Fortnight from September 1 to 14, 2026 across the country. Activities include workshops, seminars, grassroots programmes, street plays, registration drives and social media campaigns. An ULLAS Mela will be held at the National Bal Bhawan, bringing together participants from 29 States and Union Territories to share experiences and best practices.
The Minister emphasized that schools must nurture curiosity, critical thinking and creativity among students. Young people should gain not just knowledge but also confidence to apply it in real situations. He called for incorporating values of risk-taking and innovation in educational approaches.
Chief Minister of Tripura, Prof. (Dr.) Manik Saha, noted that Tripura has achieved a 95.6% literacy rate, meeting the Government of India’s benchmark for being declared fully literate. The State has committed to reducing school dropout rates significantly over the next three to four years.
