The Government approved the establishment of the Integrated Transport and Logistics Authority (ITLA) on 6 October 2026. This new body will function as a specialised institution responsible for research, planning, technical appraisal, monitoring and impact assessment across India’s transport and logistics networks. ITLA will work alongside existing initiatives like the PM GatiShakti National Master Plan and the National Logistics Policy to ensure coordinated infrastructure development.

Key facts

  • Approval date: 6 October 2026
  • Scope: roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics
  • Planning horizon for National Transport Master Plan: 10 years or more
  • Project threshold for technical appraisal: Rs 500 crore or more
  • Short-term sectoral planning horizon: around 5 years
  • Data sources to be integrated: GSTN e-way bills, FASTag, Vahan, GPS-based systems and urban traffic management systems

What ITLA will do

ITLA will serve as the apex institution for transport and logistics planning across India. Its core responsibility is to prepare a comprehensive National Transport Master Plan spanning 10 or more years. This plan will guide investment and development across all transport modes including roads, railways, waterways, aviation and urban mobility.

The authority will evaluate transport ministry plans at two levels. It will examine short-term sectoral plans with a five-year horizon and annual plans submitted by various transport ministries. It will ensure these plans align with the long-term National Transport Master Plan and support multimodal infrastructure development, allowing goods and passengers to move seamlessly across different transport modes.

Technical appraisal and monitoring of major projects

ITLA will conduct technical appraisal of all Government of India infrastructure projects in the transport sector that cost Rs 500 crore or more. This means ITLA will assess whether such projects are technically sound and feasible. Financial appraisal will continue through existing mechanisms in the finance ministry.

Beyond appraisal, ITLA will monitor all transport and infrastructure projects above Rs 500 crore throughout their implementation. It will provide a coordinated system to address problems that arise during construction and operation. After projects are completed, ITLA will conduct post-implementation impact assessments to evaluate whether they delivered the intended outcomes and performed as expected.

A unified data repository for transport

ITLA will develop a National Transport Data Repository by combining transport and logistics datasets from multiple sources. These include e-way bills from the Goods and Services Tax network, FASTag toll collection data, vehicle registration data from Vahan, GPS tracking systems and urban traffic management data.

This unified database will enable analysis of freight movement patterns and origin-destination flows across India. Such analysis will support evidence-based planning decisions, monitoring of infrastructure projects and research into transport efficiency and innovation.

Policy support and capacity building

ITLA will advise the government on reviewing and updating the National Logistics Policy, which was last updated in 2022. The authority will also contribute to training and skilling in the logistics sector, strengthening human capacity across the industry. It will promote research and innovation in transport and logistics to support technological advancement and best practices.

What this means for you

For businesses involved in freight and logistics, ITLA’s unified data repository and analysis will support more efficient supply chain planning. The coordinated oversight of major transport projects should reduce delays and improve infrastructure quality.

For citizens, better integrated planning of transport networks means improved connectivity between different modes of travel. Urban residents may see improvements in city mobility planning, while intercity travelers could benefit from seamless multimodal services.

For competitive exam aspirants and students, ITLA represents a significant institutional development in India’s governance of infrastructure. It demonstrates the shift towards data-driven, coordinated planning across sectors rather than siloed decision-making.

Infrastructure companies bidding on transport projects above Rs 500 crore should be aware that ITLA will conduct thorough technical appraisal and ongoing monitoring, requiring higher standards of project planning and execution.
