The Ministry of Social Justice and Empowerment has moved to improve how it delivers scholarships to Scheduled Caste students pursuing education after secondary school. The Centrally Sponsored Post-Matric Scholarship Scheme for Scheduled Caste Students is being strengthened through online systems, direct bank transfers and better coordination between central and state governments.
How the Scheme Works
State Governments and Union Territory Administrations run the scholarship programme on behalf of the Centre. Students apply through their state scholarship portals or the National Scholarship Portal. Each state then handles the work of accepting applications, checking documents and verifying who qualifies.
The money flows from the Centre only after the state has spent its own matching funds and submitted the final list of approved students to the National Scholarship Portal. This linking of payments ensures both levels of government work together.
Two key changes have made the system faster:
- Direct Benefit Transfer was introduced in 2021-22, moving money straight into beneficiary bank accounts rather than through intermediate steps
- Aadhaar-linked bank payments have reduced delays by automating the payment process
To reach more students, the ministry advertises the scheme through newspapers in regional languages, social media campaigns and regular contact with state officials. The department also holds meetings called Chintan Shivirs at national level, along with regional meetings and conferences, to review how well implementation is working and fix bottlenecks.
