The Ministry of Coal has highlighted the transformation of India’s coal sector since 2014, with Mahanadi Coalfields Limited (MCL) emerging as a leading success story. MCL, now India’s largest coal producer, has sustained production and dispatch above 200 Million Tonnes for three consecutive years, demonstrating the impact of government policy reforms on the industry.
The Numbers and Scale
MCL’s growth has been striking. From producing 23 MT in 1992-93, the company has expanded significantly. Between FY 2021-22 and FY 2025-26, MCL achieved a growth rate of around 9% per year—faster than the 6.7% annual growth it averaged from 1992-93 to 2020-21. The company now supplies coal to 16 States across power plants, cement factories, sponge iron units and other industries.
The workforce supporting MCL’s operations includes more than 22,000 permanent employees and over 27,000 contractual workers. Contractual workers receive wages based on High Power Committee recommendations, which exceed statutory minimum wages, along with social security and welfare provisions including CMPF and medical facilities.
MCL is investing substantially in infrastructure. Around ₹10,000 crore is allocated to 19 First Mile Connectivity projects, approximately ₹6,500 crore in rail infrastructure and around ₹2,150 crore in internal roads and coal corridors. Nearly 70% of MCL’s coal dispatch now occurs through rail, with an innovative Rail-Sea-Rail multimodal system serving coastal consumers.
On the social side, MCL has invested about ₹500 crore in building a Medical College and Hospital at Talcher, with ongoing annual support of ₹60–80 crore. The company provided support for establishing the first government cardiac hospital at Jharsuguda. CSR contributions fund drinking water projects, educational facilities, schools with smart classrooms and sports infrastructure across four districts.
More than 99% of MCL’s coal production now uses Surface Miner technology, which reduces drilling, blasting and dust generation compared to traditional methods.
