The Ministry of Electronics and Information Technology has unveiled Semicon 2.0, the next phase of India’s semiconductor strategy, aimed at building a complete ecosystem beyond just chip factories. The announcement was made by the Union Minister for Electronics and Information Technology during SEMICON India 2026 in September. The initiative is expected to attract around one lakh crore rupees in investment commitments and create nearly one lakh new jobs across the semiconductor sector.
What Semicon 2.0 covers
Semicon 2.0 operates through six interconnected pillars designed to strengthen India’s semiconductor capabilities:
- Design ecosystem: The government targets 200 semiconductor design start-ups by providing funding access, venture capital support and intellectual property protection. Twenty of the 105 start-ups from the first phase have already attracted venture capital funding.
- Equipment and materials: Global capital equipment manufacturers are showing interest in setting up design and manufacturing operations in India, supported by the country’s existing precision manufacturing capabilities.
- Fabrication plants: Expansion of semiconductor fabs across display, memory, silicon, compound and logic technologies.
- Advanced packaging: Development of semiconductor packaging capabilities to improve efficiency and system performance.
- Research and Development: Industry-led applied R&D projects with government and academic participation to develop tangible technologies.
- Talent development: Around 400 universities and institutes already teach chip design. The government aims to train one lakh technicians over five years through partnerships with industry and international institutions like Taiwan’s ITRI.
Investment commitments of around one lakh crore rupees have already been received, expected to materialise over two to three years as companies receive necessary approvals. The announcement was accompanied by 11 memoranda of understanding and 5 key announcements involving companies like Tata Electronics, involving semiconductor manufacturing, packaging, materials and talent development.
