The Small Industries Development Bank of India (SIDBI) has convened a meeting of heads from all 28 Regional Rural Banks to expand a joint lending scheme for small and medium businesses. The Department of Financial Services, under the Ministry of Finance, organized the conclave on 25 August 2026 in New Delhi. The move aims to make credit more accessible to micro and small enterprises across rural and semi-urban towns.
How the arrangement works
Under the SIDBI-RRB MSME Co-Lending arrangement, SIDBI and Regional Rural Banks pool their strengths to serve small business owners. SIDBI brings expertise in understanding what small enterprises need to borrow, while RRBs contribute their established network across smaller towns and villages. The scheme uses a digital platform called the Co-Lending Origination Platform, built by SIDBI, which allows borrowers to apply online without visiting a branch.
The digital system processes applications faster. Once an applicant submits all required details through the portal, they receive an in-principle approval within a short timeframe. Loan documents are handled digitally, and approved borrowers receive funds directly into their bank accounts. The pilot phase involved three RRBs and showed positive results, which led to the decision to expand across all 28 banks.
Officials emphasized that RRBs should use cluster data on small businesses to target lending more effectively. Banks have also been asked to make MSME lending through this arrangement a key performance target for their branches. The scheme also helps RRBs diversify their loan portfolios and maintain good quality assets through rule-based underwriting.
