The Ministry of Road Transport and Highways announced that the PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) Scheme is picking up pace in the Delhi-NCR region. The scheme aims to replace older, polluting trucks and buses with cleaner vehicles, and has already attracted over 1,300 registrations since its launch in July 2026.
Key details of the scheme
The Union Cabinet approved PARIVARTAN in June 2026 to replace trucks and buses that meet Bharat Stage IV or older emission standards with vehicles that comply with BS-VI standards or stricter, or electric vehicles. The replacement programme covers registered vehicles in Delhi and neighbouring NCR districts across Haryana, Rajasthan and Uttar Pradesh.
The scheme carries a total budget of ₹9,585 crore, of which the Central Government will provide ₹5,041 crore. It is funded through the National Capital Region Planning Board under the Ministry of Housing and Urban Affairs, and implemented by the Ministry of Road Transport and Highways.
Eligible vehicle owners who purchase new BS-VI compliant diesel or CNG vehicles, or electric vehicles, can avail of several benefits:
- 5 per cent interest savings on vehicle loans over 5 years
- 100 per cent road tax waiver for 10 years and full registration fee waiver (notification issued by all four states)
- At least 8 per cent discount on ex-showroom price from participating manufacturers
- Monthly fuel vouchers ranging from ₹1,200 to ₹4,800 for 5 years if buying BS-VI diesel or CNG vehicles, or a one-time incentive of ₹64,000 to ₹2.56 lakh for electric vehicles
Since the scheme launched on 14 July 2026, 42 banks and non-banking financial companies have joined to offer loan support, and 15 automobile manufacturers have signed agreements to provide discounts to eligible buyers. The government is running awareness campaigns across print, digital and electronic media, and at fuel stations, transport hubs, toll plazas and transport offices across the region.
